  So, I am loath to give this recommendation, because it will mean that it will make it harder for me to get an appointment..but I've been going to Michelle at Salon Cielo for over a year now, and she is really an artist - both in cutting hair and in doing highlights. I am super picky about both, and her skill lives up to my expectations which have been dashed repeatedly by other hair dressers in the DC Metro area. She's a lovely and thoughtful person, and a pleasure to talk to as she works on my hair. I honestly can't recommend her enough!
